Description

This section of the program offers temporary financial support relating to the maintenance of production capacity in the audiovisual sector (film and television). Its goal is to enhance production support for the resumption of filming activities for Quebec audiovisual productions and film dubbing activities in the province.

Criteria

  • Applicant companies must:
  • Be a legally incorporated for-profit company, established and registered with the Quebec, under Quebec control and operating mainly in a field relevant to SODEC's activities

  • The company must hold all copyrights in the project and control the project's production, as well as meet the conditions of eligibility for the Refundable Tax Credit for Quebec Film and Television Production under the Taxation Act (details in Annexe A)

  • To be eligible for film dubbing support, applicant companies must meet the conditions of eligibility for the Refundable Tax Credit for Film Dubbing under the Taxation Act (details in Annexe B)

  • The production categories eligible for production support under this program are as follows program are :
  • The film categories eligible for the Refundable Tax Credit for Quebec Film and Television Production (details in Annexe C)

  • The categories of films eligible for the Refundable Tax Credit for Film and Television Production Services (details in Annexe D)

  • The production categories eligible for support for film dubbing under the this program are:
  • The film categories eligible for the Refundable Tax Credit for Film Dubbing (details at Annexe E)

  • Applications must concern:
  • A production affected by the restrictive sanitary measures put in place by the government as a result of COVID-19 on March 14, 2020, including productions whose work was interrupted due to these measures

  • Either a production that is eligible and that is or has been the subject of an application to one of the relevant Quebec tax credits (the Refundable Tax Credit for Quebec Film and Television Production, or the Refundable Tax Credit for Film and Television Production Services, as applicable), or a batch of a maximum of ten productions, all of which are eligible and each of which is or has been the subject of a claim for the Refundable Tax Credit for Film Dubbing

  • The financial structure of the production must be fully completed.
  • For production support, funding is calculated at the following rates:
  • Single work of fiction: 8% of eligible expenses

  • Dramatic series: 8% of eligible expenses

  • Documentary: 5% of eligible expenses

  • Animation: 5% of eligible expenses

  • Magazine show: 5% of eligible expenses (does not apply to production services)

  • Variety show: 5% of eligible expenses (does not apply to production services)

  • For support for dubbing, funding is calculated at 5% of eligible expenses

Eligible Expenses

  • For productions that are or have been the subject of a claim for the Refundable Tax Credit for Quebec Film and Television Production, eligible expenditures are related to preparation, production and post-production activities, for which the expenses were incurred as of March 14, 2020
  • For productions that are or have been the subject of a claim for the Refundable Tax Credit for Film and Television Production Services, eligible expenses include preparation, production and post-production activities carried out in Quebec for which expenses were incurred as of March 14, 2020
  • For film dubbing that is or has been claimed for the Refundable Tax Credit for Film Dubbing, eligible expenditures are limited to only those labour expenditures deemed eligible for that credit that were incurred as of March 14, 2020

  • de production – doublage, if applicable

  • Confirmation of mandate, if applicable

  • A statement by the applicant confirming ownership of the production rights and and control of eligible productions

  • The documents required to open or update the master file
  • Any other document required for SODEC's assessment of the application
