Description

This program aims to ensure the autonomy and financial security of not-for-profit organizations within the cultural sectors. Specifically, the program promotes the creation of permanent funds and encourages the development and execution of fundraising campaigns. Funding is divided into three sections:

Section A: promotes the creation of funds capitalized in perpetuity in an associated foundation. These funds are comprised of organizations’ revenues stemming from fundraising and amounts allocated by the board of directors, to which the Ministry’s program funding is add

Section B: encourages collective fundraising and the creation of funds to be transferred and invested by a group; this allows organizations from the same region to combine efforts

Section C: serves as an incentive to carry out initial fundraising; it aims to develop the capacity for annual fundraising campaigns for organizations that have never done so, while also pursuing the creation of permanent funds

Criteria

  • Associated foundations must be established in Quebec, the majority of their activities must take place in the province, and over 50% of administrators must reside in Quebec
  • Associated foundations cannot have registered a loss in their previous three accounting periods
  • In section B of the program, associated foundations must be registered before the beginning of the fundraising activities of a group of organizations
  • For a foundation associated exclusively with a cultural organization, donations with tax receipts must have been received in each of the previous five accounting periods before April 1, 2018

Eligible Expenses

  • The percentage retained by the foundation to cover its administrative costs will be negotiated between the applicant and the foundation; however, the total of all accounting and/or consulting fees necessary to the management of the fund cannot exceed 2% of the value of the grant

Supporting Documents

  • Section A:
  • Collected amounts validation form

  • A signed copy of the agreement pertaining to the management of funds between the applicant and the associated foundation

  • Proof of registration as a cultural organization with Revenu Québec or as a charitable organization with the Canada Revenue Agency

  • Financial statements from the previous completed accounting period

  • Section B:
  • Collected amounts validation form

  • A declaration of the group’s intention to reclaim the amount collected on the tenth anniversary of the grant

  • A signed copy of the agreement pertaining to the management of funds between the applicant and the associated foundation if the funds will not be deposited with the registered charitable organization submitting the application

  • A list of the member organizations comprising the group

  • Financial statements from the previous completed accounting period

  • Section C:
  • Collected amounts validation form

  • Financial statements from the previous three consecutive accounting periods preceding April 1, 2018 (these must clearly demonstrate that donations received during this period do not exceed $10,000 annually)

  • All receipts issued for tax purposes pertaining to the fundraising in question

  • A copy of the draft agreement for management of funds in perpetuity between the applicant and the associated foundation

  • Proof of registration as a cultural organization with Revenu Québec or as a charitable organization with the Canada Revenue Agency

  • Financial statements from the previous completed accounting period of the principal organization and related entities
