This program encourages the development of a tourism attractions that are original, complementary, respectful of sustainable development and responsive to the demands of the markets targeted by the Ministry. It aims to stimulate regional economies by creating jobs and increasing both the number of tourists and tourism revenues.

The program is comprised of five sections:

Section 1: Support for strategies to showcase winter tourism

Section 2: Support for strategies to showcase events-based tourism

Section 3: Support for strategies to showcase nature and adventure tourism

Section 4: Support for strategies to showcase Saint Lawrence river tourism


  • Eligible organizations must respect, if applicable, the commitments towards the Ministry during the awarding of a previous grant
  • Businesses providing accommodations must respect the laws and regulations in effect for such establishments
  • Crown corporations as well as ministries and organizations of the governments of Quebec and Canada are ineligible
  • Business registered in the Quebec’s Registre des entreprises non admissibles aux contrats publics are ineligible
  • Other criteria are specific to each section of the program

Eligible Expenses

  • Direct costs associated with capital assets defined and determined according to the generally accepted accounting principles related to the eligible project
  • Costs associated with the purchase and installation of specialized equipment and furniture
  • Costs relating to boat acquisition
  • Cost of land acquisition, servitudes and rights of passage as well as other associated costs
  • Rental costs for land, furniture and other facilities (emphyteutic lease)
  • Costs relating to the development, planning and improvement of lands and pathways
  • Work site survey costs
  • Fees paid to professionals recognized for design and engineering, technical personnel or consultants retained to supervise or manage an eligible project
  • Professional fees related to the project’s development (preliminary studies, business plans, etc.); these are eligible even if they precede the submission of the application for financial aid (up to two years)
  • Costs relating to a pre-feasibility stage of the project (e.g. project pilot)
  • Costs relating to environmentally responsible practices in isolated areas
  • Costs related to the Politique d'intégration des arts à l'architecture
  • Costs associated with environmental impact assessments
  • Taxes relating to eligible costs
  • Interest fees for temporary financing (relating to the amount to be awarded by the Ministry)
  • Other eligible costs are specific to each Section of the program

Supporting Documents

  • A signed copy of the financial aid application form
  • A business plan
  • Signed financial statements from the previous two completed accounting periods
  • Detailed projected financial statements for the first three years of operation
  • A copy of correspondence with the Ministry of Culture and Communications confirming whether the project is subject to the Art and Architecture Integration Policy
  • Costs and financing for the project including work costs, professional fees, the amount subject to the Art and Architecture Integration Policy (if applicable), temporary interest fees, taxes as well as the contributions of partners associated with the project
  • A description and detailed breakdown of construction and project costs
