This program aims to alleviate the challenges related to the financing of festivals and tourist events, notably in regards to stability and predictability of aid granted to the industry. It also seeks to support emergence, growth and innovation within the industry. The program comprises three distinct sections of funding:

Section 1: Major tourist events and festivals (maximum aid of $1 million)

Section 2: Festivals and large-scale tourist events (maximum aid of $750,000)

Section 3: Innovation and opportunities


  • The event must be public and include at least three days of programming
  • The event must be produced and take place in Quebec
  • The event must be organized around a theme and program of activities
  • The event must have had two consecutive editions in the same location prior to the submission of the application (not applicable to Section 3)
  • The event must bring in a significant number of tourists as well as visitors from elsewhere in Quebec
  • Other criteria vary depending on the section of the program
  • Ineligible events include:
  • A tourist attraction’s current programming

  • Trade shows, markets, and fairs

  • Conferences

  • Conventions

  • Performances and exhibitions (specifically those that do not include activity programming other than activities directly related to the exhibition)

Eligible Expenses

  • Administrative costs
  • Programming costs
  • Costs relating to promotion, marketing and communications
  • Costs relating to management of the site and facilities
  • Cost of products intended for resale
  • Travel costs, general fees, salaries and benefits of the human capital for the event promoter
  • Sponsorships of goods and services (must be audited)

Supporting Documents

  • A completed and signed copy of the Budgetary Charter and Commitment
  • Verified financial statements (for budgets exceeding $1 million)
  • A review engagement report signed by directors (for budgets between $300,000 and $999,999)
  • Earnings statements (revenues and expenses) approved by the board of directors (for budgets less than $299,999)
  • A copy of a customer attendance study
  • A copy of an economic impact study
  • A resolution from the board of directors confirming the acceptance of the Ministry’s visibility requirements as outlined in annex 1 of the program, or proposing alternate solutions
  • A resolution from the board of directors authorizing an individual to sign the application and all relevant documents
  • A detailed projected budget for the next edition of the event
  • Copies of the organization’s letters patent
  • A copy of the complete programming of the most recent edition of the event
