Description

PLEASE NOTE: THIS PROGRAM IS NO LONGER ACTIVE AND HAS BEEN REPLACED BY THE REGIONS AND RURALITY FUND – SECTION 1: REGIONAL OUTREACH SUPPORT.

This program targets all regions of Quebec (except Capitale-Nationale and Montreal) to finance development projects that are aligned with the priorities established by individual regions. Regional outreach projects result in benefits to the territories of more than one regional county municipality or equivalent organization. Local projects carried out in multiple regional county municipalities that contribute to achieving a common regional priority are also eligible.

Criteria

  • Projects must contribute to the appeal of communities or the development of companies in the target region
  • Projects must correspond with a regional priority and have a regional outreach
  • Projects must obtain funding in instances where a government program exists and funding is available, as this program should complement rather than replace existing programs
  • Projects must not conflict with a government policy or a measure approved by the provincial government or Québec’s treasury board, nor cover an activity already that is already financed by budgetary rules approved by the latter
  • Projects must respect existing legal and regulatory frameworks, as well as any applicable national or international agreements
  • Projects must not generate additional expenditures that could be incurred by the Government of Québec subsequently through its implementation or have major negative consequences for a sector of activity covered by the mission of a department or an agency of the Government of Quebec

Eligible Expenses

  • Operating costs directly associated with the completion of the project (salaries, rent, acquisition of material and equipment, accountability)
  • The cost of completing business plans, evaluations, and studies (salaries and professional fees)
  • Costs related to construction, planning, development or implementation
  • Accounting fees related to the preparation of a final report

  • Project governance structure
  • A resolution from the board of directors authorizing a representative to submit an application for financial assistance and sign all relevant documents
  • Copies of the organization’s most recent financial statements and annual reports (within the last two years)
  • A copy of financial partners’ letters of commitment or intent
  • Financing plan and any related documents
