$350,000 (additional funding of up to $25,000 can be allocated if a festival organises a one-off activity for the public and professionals)


This section of the program promotes access to a diverse offering of films. It also contributes to the promotion of Quebec cinema as well as the development of diverse audiences and future viewers.


  • The current application periods are:
  • Between December 14, 2020 and January 15, 2021 for festivals taking place from July 1 to December 31, 2021

  • Between August 2 and August 30, 2021 for festivals from January 1 to June 30, 2022

  • SODEC prioritizes support for generalist festivals as well as certain specialized festivals including those dedicated to documentaries, children’s films, films about art, animation, and short- or medium-length films
  • Thematic festivals are ineligible except for those pertaining to Quebec and Indigenous cinema
  • Applicant companies must demonstrate the following:
  • Diverse programming, mainly comprised of films from the two previous years

  • The festival has professional (particularly in Quebec City and Montreal) and cultural benefits

  • The festival has held two consecutive editions

  • A significant part of the programming is accessible to a Francophone audience, especially the opening and closing films of the festival

  • The festival’s team has a satisfactory level of experience in the organization of festivals in Quebec as well as their administrative and financial management

  • The festival has multiple funding sources, including sources from the private sector

  • Generalist festivals in Montreal and Quebec City, as well as specialist festivals, must demonstrate an international reach
  • Festivals with a budget greater than $350,000 must fulfill the following additional criteria:
  • The president of the board of directors cannot also fulfilling the role of the chief executive

  • Applications must include a resolution from the board of directors authorizing the application as well as an orientation and development plan

  • Event attendance and audience profile
  • Theatres and locations to be used
  • Regional, national, and international standing of the event currently and in the future
  • Resolution from the board of directors
  • An outline of any changes to organizational governance anticipated in the coming year
  • Budget forecasts
  • Master file, including:
  • Copies of the governing documents, certificate of constitution, articles of incorporation, declaration of registration, certificate of amendment and partnership or shareholders agreement (if applicable)

  • Shareholders and directors identification form

  • Organizational structures for the applicant company and, if applicable, any affiliated companies, including shareholders

  • Curriculum vitae of the applicant company’s executives

  • Financial statements
